A plan can name the right control and still leave the reviewer unable to judge whether it works. The European Supervisory Authorities' July statement connects frontier-AI risk with financial-sector ICT governance. For a bank executing an action plan, the useful next step is to connect each commitment to a decision and a piece of evidence.

Start with the commitment, not the dashboard

Take one item such as narrowing an exposed identity, improving application testing or verifying a supplier's remediation. Identify the affected business service, a responsible owner and a date for an observable change. Then write the acceptance criterion in language the owner can test.

A percentage of tickets closed may be useful operational context, but the committee also needs to know which material risks remain open. Separate completed work, successfully verified outcomes, untested assumptions and formally accepted exceptions.

Keep evidence proportional to the decision

For a technical change, retain the affected environment, the observed weakness, the change applied and the relevant retest. For a process change, document how the new escalation or authorization step was exercised. Avoid presenting a policy publication as equivalent to a demonstrated technical control.

Use a private evidence path for sensitive details and a sanitized summary for committee review. The summary should preserve limitations and unresolved ownership instead of making every item look equally complete.

Use comparable measures over time

Define when the measurement begins and what counts as verified completion. Show the number of assessed items, unresolved items and unavailable results alongside durations. A shrinking median can hide a growing tail of unowned high-impact work.

When the scope changes, explain the change before comparing periods. New assets, different test access and a revised severity model may affect the numbers. This prevents a reporting improvement from being mistaken for a reduction in exposure.

Define the assessment contribution

FailSafe SWARM can supply reproduced attack-path findings and remediation retest evidence for an agreed environment. Its sovereign hosting and inference options can be scoped around the institution's sensitive assessment data. Map those outputs to the specific action-plan commitments they help evaluate.

Supervisory and legal obligations remain institution-specific. This article does not assert that a regulator requires SWARM, ACOST or a particular testing frequency. Use the executive-summary guide to make the technical evidence useful to a risk committee, and have the institution's advisers determine the applicable requirements.

It can support verification of specific technical commitments. The institution still owns the plan, governance decisions and applicable supervisory obligations.

Show the assessed population, unresolved material items, verification coverage and unavailable results so that faster closure is interpreted in context.
